Notice:

Richland County will implement an updated fee schedule, which includes increased fees for various developments and projects within the County. These fee adjustments will impact, but are not limited to, submittals, revisions, stop work orders, and inspections. The new schedule and fee changes are anticipated to take effect by the end of April; however, the exact date has yet to be determined.

Online Services that require a Public Account consist of applying Landlord Registration Permits. Scheduling inspections, owner-builder Permit & Project Application submittal and paying fees require a Contractor Account. To Create a New Contractor Account please contact development services at devservices@richlandcountysc.gov.    

To Create a Public Account: 

At the top of the page, click on Setup an Account
complete the required fields.

At the bottom of the page – click on Create Account

If you are a Contractor or Engineer submitting for a Permit or Project Application or paying any permit fees, please log in with your Contractor account. 


CONTRACTORS and Engineers: For your initial eTRAKiT portal account login: Click on the Forgot Password link at the top of the page. Select the Contractor button. Enter your email address that is registered with the County. Then click on the Reset Password button. An email will be sent with a link that will allow you to set a password and setup security questions for your account. Please do not share your password with anyone that is not authorized to conduct business for your company. Public Users: For Public Users Applying for allowed Permits or Pet Licenses please follow the link for Public Registered User and create an Account for the first time. Once the account is created you may be able to proceed with applying for your submission.
